    In today’s call for candidates I noticed that an RFC is required for Members-at-Large (Vocales) candidates. My understanding from prior year discussions is that only executive office holders  (e.g. President, Vice President, and Treasurer) were legally required to have an RFC due to their fiscal responsibilities. Vocales have no fiscal responsibilities, thus are not legally required to have an RFC.

    Many current members (and others who may want to join Vecinos)  do not have or need an RFC. There should be an opportunity for these members to be elected to the board as a Member-at Large and, together,  provide broad member input to the  Vecinos board.

    There are conflicting legal opinions on the need for Board members to have RFCs. When we approved the bylaw changes and the regulations they specified that RFCs were required. I am aware that many notaries in Quintana Roo will not protocolize minutes of general and extraordinary meetings unless all the board members have RFCs and SAT also requires  it for financial reporting. So we are following the Bylaws/regulations. 

    I hope that members are not dissuaded from running for the board as a consequence of this restriction.
