Regularization of Our Pluma Is Underway!
A Significant Step Toward Self-Governance
Akumal Norte is a unique community. We are not a subdivision of Tulum, which would obligate Tulum to maintain our infrastructure but would also give Tulum control over our roads and public spaces. And we are not a private condominium community (like Bahia Principe), which would require us to own our roads and public spaces outright and provide for maintenance of them on our own. The goal of the Vecinos' Government Project (click here to learn more) is to work closely with local businesses and civil associations to make Akumal Norte into a permanent, semi-private community that grants residents control over key decisions and shields the area from full municipal oversight.
Phase one of the Government Project was successfully completed in 2022 (click here to learn more), marking a crucial first step in this long-term project. Phase two, currently underway, is being closely monitored and guided by the association's government committee.
One of the most significant goals of this phase has been the legal recognition of the community’s security gate, known as the Pluma. After nearly two decades, we're pleased to announce that Vecinos has successfully obtained an "anuencia," an essential document issued by Protección Civil. The anuencia is a step forward in formally legalizing the Pluma, and it also officially recognized Asociación de Vecinos de Akumal Norte, A.C. as the sole legal entity representing the entire community.
The acquisition of the anuencia has enabled the association to secure an official CAPA water meter at the security gate, a milestone that underscores the legal standing and organizational capacity of Vecinos. These accomplishments highlight the diligent work carried out by the association and the members of the government committee over the past two years.
Despite these successes, the road ahead remains challenging. The ultimate goal of semi-privatizing Akumal Norte requires ongoing community involvement and engagement. This transformation will empower the residents by ensuring that Akumal Norte is recognized by the municipality under terms that favor the community's vision and needs.
