CLAUSURADO?

Don't Panic!


If you've found a large sticker with the word "CLAUSURADO" on your property, don't panic. This term, meaning "closed," is used by the Municipality of Tulum to mark properties that are not properly regularized. Sometimes, properties with this sticker have not met all the required documentation. But often, the properties simply were not occupied during the inspection, making it easier for authorities to place a "CLAUSURADO" sticker rather than thoroughly investigate.

What to Do If Your Property Has a “CLAUSURADO” Sticker

  1. Stay Calm:  The appearance of the sticker doesn't mean you’re in immediate trouble. Your property manager should be familiar with the necessary steps to resolve this issue. Alternatively, you can hire a local consultant or gestor who can assist with the regularization process for a fee. Feel free to contact us if you need further assistance.

  2. Regularize Your Property:  To prevent such stickers from being placed on your property, ensure that your property is fully regularized, including obtaining the required state and municipal licenses and ensuring all taxes are up to date. 

License requirements:

Tax requirements:

  • Monthly ISN (Impuesto sobre Nómina) - payroll tax
  • Monthly ISH (Impuesto sobre Hospedaje) - hotel tax
  • Monthly VAT - value added tax
  • Predial - property tax

      • Constancia de Situación Fiscal
      • Official ID

Preventing Unexpected Government Visits and Fines

To avoid surprise visits from municipal authorities:

  1. Ensure Property Titles Are In Order:  Confirm that all property borders, especially in Akumal Norte, are accurately defined and that your Catastro (land registry) is updated.
  2. Pay Your Federal Zone Fees Annually:  Keep all necessary payments up to date.
  3. Keep Documentation Handy:  Maintain copies of all updated documentation, including state and municipal licenses. Ensure that your staff knows where to find these documents to present them to municipal visitors if necessary.

By keeping your property regularized and your documentation in order, you can avoid complications and reduce the likelihood of encountering issues with the municipality. Proper preparation and regular updates are key to maintaining a hassle-free property management experience.
